The Secretary of State for Women (SEM) helps victims of violence through its lawyers and the country´s justice system
As a way of offering assistance and legal support in the country´s courts to female victims of physical, psychological and domestic violence, the Secretary of State for Women´s Affairs, with the assistance of attorneys, has issued 17 sentences, 4 civil, 13 awaiting trial and 5 in preliminary stages. These legal transactions occurred between January and March.
Among the cases tried under the Code of Criminal Procedure, beginning with their initial charges up to final sentencing, is that of Dolphi Angelina González whose abuser cut her hands off. He was sentenced to 30 years in prison and ordered to pay 5 million pesos in compensation to the victim.
Other important cases resolved within the SEM’s Legal Program to eradicate gender-based violence include that of Elizabeth Evangelista, victim of physical abuse and whose abuser was sentenced to 4 years in prison. In the case Reyna Merán, victim of sexual abused, her abuser received a 13-year prison sentence along with a million peso fine to be paid to the victim.
Definition and approval of strategic lines that constitute the work done by the SEM: In 2007, the so-called Delineation Designs as strategies for the increasing awareness and for the prevention of gender-based and domestic violence to achieve a secure democratic framework.

The Secretary of State for Women was created as a result of Law 86-99 as the institution responsible for establishing norms and coordinating the implementation of policies, plans and programs on an inter-ministerial and sector level as well as within civil society with the goal of achieving gender equality and the full participation of women as citizens in society.
Its mission is to legislate and follow the implementation of public policies to achieve equality, human rights and full integration regardless of gender and to increase women’s representation in political life. It also works for a review of societal values and awareness as well as maintaining links with national and international organizations.
Its vision and objective includes being an innovative, pluralistic institution known as an organism influential in the transformation of society through its efforts to bring about the necessary changes in gender policy as well as through its capacity to articulate, to the various sectors, its commitment to equality among men and women.
