The Ibero-American University (UNIBE) and the Embassy of France, with the support of the Constitutional Court of the Dominican Republic, will welcome a delegation from the University of Lille 2. The delegation includes Messrs. Emmanuel Cartier and Gilles Toulemonde, professors and experts in Constitutional Law.


This visit will take place in the framework of the Program of High Level University Cooperation between France and the Dominican Republic and in response to the interest of UNIBE of promoting the creation of a Constitutional Observatory in the Dominican Republic, as part of its Graduate School’s Master’s degree in Constitutional Law.


Various academic activities will take place during that week, including the panel “The Constitutional Justice System in France and in the Dominican Republic,” which will include the participation of the aforementioned professors from the University of Lille and the President of the Constitutional Court, Milton Ray Guevara, Citizen Participation, and Finjus.


Moreover, representatives of the two universities (UNIBE and Lille 2) will participate in working groups to discuss the history of research and publications on constitutional law and the possibility of developing joint research projects, a proposal that has received great support from the French Embassy in the Dominican Republic.


Since 2007, UNIBE’s Graduate School (EGRU) offers the Master’s degree in Constitutional Law, with the purpose of training a team of legal experts that can make significant contributions to the strengthening of democratic institutions in the country, through a suitable view and practice of the principles of the Constitution. These professionals are trained to achieve this from their respective specialties, the judicial structure, the Public Prosecutor’s Office, their academic worlds, and their private practices.


This Master’s degree in Constitutional Law responds to the need of the country of having high-level professionals capable of applying their knowledge to solving problem in order to substantially improve the quality of our democracy under a constitutional State and a democratic rule of law, respecting the fundamental rights and the rule of law.


This Master’s degree is another contribution from UNIBE to the training of lawyers that will take an active role in the promotion of the political-institutional changes and transformations that the country demands.
