The Directorate General of the Internal Revenue (DGII for its acronym in Spanish) informed of the approval of various devices for issuing invoices that include sales tax. They will be installed massively this year in small and medium-size businesses. During the first stage of the project, the devices will first be installed in the National District and in the Santo Domingo Province.


The tax devices include all printing equipment that is regulated by the Tax Administration. They may be Tax Printers, Tax Solutions or Tax Cash Registers that meet all the requirements set forth in Decree 451-08, or Tax Printers Regulations, and in Law 253 -12 on Tax Reform.

The tax devices operate as more practical and economical tax printers, but meet all the requirements set forth in Decree 451-08, or Tax Printers Regulations, and in Law 253 -12 on Tax Reform.


The Regulations on Tax Printers which have been put in place by Executive Order 451-08 stipulate that all taxpayers who are registered either as Natural Persons or Companies and whose business consists of selling products or providing services mainly to final consumers (Retail Sector Taxpayers), are required to use tax printers in their establishments.
The tax devices will be installed not only in Chinese shops, but also in all small and medium-size establishments sell food, clothing or that deal in other commercial activities in the country, for purposes of issuing invoices.


The Director General of the Internal Revenue, Guarocuya Félix, has met with several Chambers of Commerce from the various provinces to explain the Tax Devices and Tax Printers programs that are available, and the need to adopt these systems before the end of the year to avoid disagreements with the Tax Administration. In addition, staff from the Tax Printers’ Unit met with the Chinatown Association of Merchants to explain the devices that are available and the deadline to install them, which will expire on December 31st.
Since January, the DGII has been promoting a tax break plan for the establishments that are dedicated to retail sales and which are currently operating without the tax printers, so that they may comply with the Law regarding invoicing.


The DGII tax break plan establishes a tax credit of 100% of the value of the printers for all businesses that installed them during the first quarter of the year, a reduction of 60% for all those who installed them during the second quarter of the year, 40% for all those who installed them during the third quarter of this year, and a credit of 20% of the cost of the printers for all those who installed them during the last quarter of 2013.


The DGII has warned that, as of January 1st, 2014, taxpayers who have not yet installed the tax printers as established by the laws, will be subject to closure of their establishments and to the application of the corresponding fines, as provided for in Articles 50, 221, 239 and 257 of the Tax Code and in Decree 451-08. This penalty shall only be lifted when the DGII confirms the use of the authorized Trade System and the payment of the fine that was imposed.


Moreover, the DGII has already closed several businesses that had already been notified of the requirement to operate with fiscal printers and had not done so.
