Over  Eleven Thousand Teachers Receive Permanent Administrative Status
Santo Domingo, Dominican Republic 11/21/2011


A  total of 11,152 public school teachers around the country were incorporated into the special administrative teaching status which will give them job security and other rights conferred upon them by Law 41-08 regarding Public Servants and by the norms of the current system.


“This event is a memorable testimony to the advances being made by the country in a very particular way as we benefit from the contributions made by the government of President Leonel Fernández Reyna who heads the State Office that oversees this administrative professional system,” said the Minister.


The incorporation event was headed by Education Minister, Josefina Pimentel, and Minister of Public Administration, Ramón Ventura Camejo. It was held at the Virgilio Travieso Soto Sports Palace of the Félix Sánchez Olympic Center.


In her speech to the large gathering, Education Minister Pimentel said the incorporation of public servants to an administrative position unquestionably represents a significant advance in the fulfillment of the legislation that sought this status.

Pimentel cited the fundamental principles that legislate the public function contained in Article 3 of Law 41-08, which are: personal merit, equal job opportunity, job stability, equal pay for equal work, organizational flexibility and the irrevocability of rights and duties.


“Their incorporation as public servants in the teaching profession is not the start of a professional journey but rather the true beginning down the path toward excellence and perfecting one’s professional functions to securing the sacred mission we have as educators,” said Pimentel.


Minister of Public Administration, Ramón Ventura Camejo, explained that the teaching profession contributes to the qualitative improvement of the country’s education across the board while regulating aspects related to income, work norms, evaluations, remuneration and training as well as the duties and responsibility of teachers.


Camejo stressed the importance of the event as unprecedented in the history of the public administration in the DR and one wherein the largest numbers of Dominicans are being incorporated as public servants.


“With this incorporation of teachers, the Ministry of Education is on the level of Latin America where teaching personnel enjoy these professional benefits,” said the Public Administration Minister.


Others who spoke to the teachers at the event included Radhamés Camacho, President of the Dominican Teachers Association (ADP in Spanish) and Gregorio Montero, deputy minister of Public Service and director of the Career Systems of the Ministry of Public Administration. Representing the teachers was Fernando Alonzo Almonte, a public school teacher.


There were also regional deputy ministers and directors present at the event which was sponsored by the European Union through the Public Administration Support Program. 


The Ministry of Tourism’s Folklore Ballet troup gave a performance.
