Iberoamericana University (UNIBE in Spanish), in collaboration with the Real Estate Jurisdiction (PCJI in Spanish) and the support of the National Office of Title Registration and Title Registrars of the Dominican Republic, offered a meeting with Jorge Blanco Urzaiz in which he discussed “Property Registration and New Technology.”

This activity, held on September 15, was held with the goals outlined by the UNIBE University within the framework of the Masters Program of Real Estate Law of the Graduate School of Registration (EGRU) to contribute to the exchange and strengthen the training process for the main actors in the real estate sector of our country.


Blanco Urzaiz is the Registrar of Commercial Property and Property Welfare of Icod Wines of Tenerife (Spain) and the Liquidator and Coordinator of the Local Office of Tenerife (Spain). He has more than 15 years of experience in this area and has represented the Ministry of Justice before the European Commission in the elaboration of European Directives and is a member of the Commission of Electronic Signatures of the College of Registration of Property.  He is currently giving Masters level courses as part of the collaboration of the College of Registrars in Spain with UNIBE.


One of the main features of the meeting was the importance of new technology in the process of reform and the modernization of Real Estate Jurisdiction as a way of strengthening and clarifying the judicial security of real estate traffic movement while taking into account the advantages and disadvantages of these tools.


Other participants at the event included Wilson Gómez, Director of the National Office of Title Registration; Rosabel Castillo, registrar at the National District Title Office, as well Title Registrars of the country, the Technical Manager of the Registry Support Unit and select personnel of the Real Estate Jurisdiction. Likewise, Dr. Desirée Barinas, coordinator of the Masters program of Real Estate and Registration Law was also at the meeting.
