Anti-Drug Accord Signed to Strengthen Prevention Mechanisms and Control

The National Council on Drugs (CND in Spanish) and the Armed Forces Ministry signed an inter-institutional agreement with the goal of jointly strengthening prevention, controlling and reducing the use of illegal drugs in the country.

The agreement contemplates the training and educating of personnel from the various parts of the Armed Forces (Army, Marines and Air Force) in the prevention of illegal drug and controlled substance use.

Doctor Mabel Féliz Báez, President of the CND and Lieutenant General Pedro Rafael Peña Antonio, Minister of the Armed Forces, agreed to create and develop working and research groups to carry out these goals.

The agreement contemplates the training and educating of personnel from the various parts of the Armed Forces (Army, Marines and Air Force) in the prevention of illegal drug and controlled substance use. They also seek to carry out joint projects of mutual and national interest, according to the President’s Office of Information, Press and Publicity.

In addition, they are intending to create modules on drug use to be utilized in school curricula, post graduate studies and in educational courses offered at the Superior Institute for Defense. Scholarships for research on drug dependency are being sought for personnel in both institutions to facilitate the training of teachers who will later offer the educational modules and prevention workshops.

Training will be done by professionals and technicians who work in different programs that make up the National Council on Drugs and the Superior Institute for Defense (INSUDE), directed by Brigadier General César Nicolás Castaing Jiménez.

The agreement will be in effect for an undefined duration of time, effective immediately upon signing which took place at the Armed Forces Ministry.
