This goal is established through the agreement signed by both institutions in which they commit to combine forces with the idea of developing training and educational programs within the justice system in general, including: the Public Ministry, National Police, Judges, Public Defenders as well as students and professionals connected to the judicial system.

The agreement was signed by Dr. Lino Vásquez Sámuel, Commissioner of Justice and by the Architect Miguel R. Fiallo, Rector of the UNPHU. The agreement establishes the design of a coordinated planning system which will carry out joint activities, seminars, workshops, publications, conferences and other actions that will contribute to the development of judicial activities that ultimately guarantee the well-being and progress of the country.

The agreement establishes that the Justice Commission, in its capacity as Executive Vice President of the National Commission of the Execution of the Penal Process Reform (CONAEJ), will collaborate with the UNPHU to assure that its curriculum offerings are adequate for the new tendencies in the field of law. It will also provide and develop meeting spaces among academic and judicial authorities with the goal of analyzing and discussing education in the justice system and establishing solutions in the face of the main difficulties.

This agreement is open-ended and indefinite, notwithstanding it can be terminated at the convenience of either party without this affecting the development and culmination of the programs, projects or activities already underway.
