Civil Aviation and Central American Aviation Authorities Sign Agreement to Install Comprehensive Security Coordination Systems

Authorities from the Dominican Aviation Institute (IDAC in Spanish) and the Central American Corporation of Air Navigation Services (COCESNA in Spanish) signed a computer services contract for the implementation of a comprehensive security coordination system.

The contract consists of implementing the Civil Aviation Security System, a software program for the Comprehensive Security Coordination System, which will provide IDAC with the necessary tools to maintain close vigilance of pilots’ as well as operators’ flight plans.


Director General of IDAC, José Tomás Pérez, underscored the system’s qualities. He noted that, with this system, civil aviation in the Dominican Republic is taking a major step in the struggle against illegal air flights.


“This agreement is of special importance to the Dominican Aviation Institute as it represents the response to a series of practices that have been taking place in civil aviation for a long time, such as illegal flights. We can no longer rely on the honor system. With this is system we are about to implement, we are no longer just reacting to violations, we going to be in a proactive position in which we will know who is abiding by regulations and who is not, who is fulfilling the requirements to fly a plane and which planes have been certified. This is going to mark a ‘before and after’ of everything that has to do with the security system and vigilance in aviation,” noted Pérez, also a State Minister.


Reinforcing Pérez’s statement, Bayardo Pagoada Figueroa, Executive President of COCESNA added that “we are intending to transmit our experiences and share them with you. I would like to tell you that your attitude encourages us to continue improving the level of technical advances and that we feel a great deal of satisfaction in that we are able to contribute to the solution of problems confronting our neighbors in and around Central American.”


The system will have the capacity to monitor flight plans in real time which will identify the design and type of airplane, the take-off and landing airports, among many other benefits provided by the Dominican Aviation security system.


COCESNA, formed nearly 50 years ago, offers technological services and security solutions in the area of aviation in Central America. The contract between COCESNA and IDAC will go into effect upon signing, with an extended guarantee for the first two years of service.


Officials from both institutions attended the signing. They all expressed a desire that the new system will frustrate future attempts at illegal flights that have plagued civil aviation.
