The National Council on Culture approved the creation of the Academy for Orchestral Studies in their meeting last Thursday. This new organization will be supported and managed with private resources and will be connected to the National Symphony Orchestra.

At the new Academy for Orchestral Studies, students will participate in an instrument-perfecting program that will last two years. The project, approved unanimously by the National Council on Culture, had been evaluated over the course of the last two years. It will be implemented beginning in January 2013.


In its twenty-second ordinary assembly, the highest office of the National Culture System also approved a resolution authorizing the Ministry of Culture to begin a series of meetings with the Ministry of Higher Education, Science and Technology for the creation of the Superior Institute of Arts of the Dominican Republic (INSA in Spanish). Deputy Minister for Creativity and Popular Participation, Bernarda Jorge, presented the project resolution.


Several other new regulations were approved for the Specialized Artistic Training System (SINFAE in Spanish), the National Ballet and the National Symphony Orchestra. These negotiations were carried out by different commissions, headed by their own directors, Domingo de los Santos, Marinella Sallent and José Antonio Molina, respectively.


The National Council on Culture (CNC in Spanish) also approved an Order permitting the integration of the Microfilm Center, the Restoration of Documents and the Center for the Conservation and Restoration of Property to join together into one organization, which will be called the National Center for the Conservation of Artwork and Documentation (CENACOD in Spanish).


At the same time, the name of the National Office for Underwater Cultural Heritage will be changed to the General Office of Underwater Heritage, the logic being to put the organization at the legal disposition and operations of the central government.


A report on a Law that will oversee the Protection, Safeguarding and Management of the Nation’s Cultural Heritage as well as a Regulation for the Rector’s Commission of Colonial City were also brought up before the assembly.


“We are placing before the new culture authority, who will assume power on August 16, a series of institutional dispositions that will contribute to the continued strengthening of the broad cultural platform created and sustained from 2004 to 2012,” declared José Rafael Lantigua, Minister of Culture and president of the National Council of Culture.


Members of the assembly in attendance at the meeting included Deputy Ministers of Culture Alexander Santana, Bernarda Jorge, Lourdes Camilo de Cuello, Mateo Morrison and Enegildo Peña.


Rafael García Romero attended from the Ministry of Education; Amarilis Polonia, from the Ministry of Environment; Heriberto Morrison, from the Ministry of Sports; Iris Pérez Arias, from the Ministry of Tourism; and Rafael Guillermo Martínez, representative of the popular organizations.


Fernando Casado, represented the popular artists; Fernando Cabrera and Soledad Alvarez, from the intellectual sector; Iván García, Miguel Phipps and Marivell Contreras, from the culture sector; Luz Selene Plata, from the Provincial Development Councils and Freddy Ginebra, for the various culture foundations.


Manuel Llibre Otero, Executive Secretary of the National Council of Culture, led the session.
