Also present was Foreign Minister Carlos Morales Troncoso, according to the Presidential Office of Information, Press and Publicity.<\/P><br \/>\n<P>The first diplomat to be received by President Fern\u00e1ndez was Israeli Ambassador, Moshe Semoneta, who has held various diplomatic posts for his country. <BR>For nearly 20 minutes, the President spoke with the new Costa Rican Ambassador Jos\u00e9 Rafael Torres Castro whose former government job was that of Director of Intelligence and National Security.<\/P><br \/>\n<P>The third diplomat to present his official documents was US Ambassador Ra\u00fal Humberto Yzaguirre whose former job was Presidential Professor and Executive Director of the Center for Community Development and Civil Rights at Arizona State University in Phoenix, Arizona.<\/P><br \/>\n<P>Thomas Schuller Gotzburg, from Austria, was the last to present his credential to the President.
